SPEAKERS PROFILE
Paulo Guimaraes, Deputy Minister of Economic Development, State of Bahia, Brazil
Dr. Paulo Guimaraes holds a degree in Chemical Engineering from the Federal University of Bahia – UFBA (1982), M.Sc. in Chemical Engineering from the State University of Campinas – UNICAMP (1991) and Ph.D. in Chemical Engineering – University of Leeds, UK (1995). He is currently Deputy Minister at the Ministry of Economic Development of the State of Bahia, Brazil, where he leads the State's investment attraction team and where, between September 2009 and May 2011 he has held the position of Superintendent for Industry and Mining. Dr. Guimaraes has experience in Chemical Engineering, with emphasis on Oil, Gas and Petrochemicals, at which he has undertaken consultancy and research, particularly in projects related to catalysis, thermodynamics, modeling and simulation, fuel, oil and regulation of the oil industry. He has a patent registered, more than 20 publications in national and international refereed journals and more than 150 papers presented at national and international scientific conferences. Moreover, since 2000, has coordinated and / or participated in several research and engineering projects in these areas, with financing from companies (Petrobras, Braskem, Ford etc) as well as federal (MCT / CNPq / FINEP / CTPetro and ANP), and state agencies (Fapesb).
Georg Sternal, Corporate Procurement Manager, ENAP (National Oil Company of Chile)
Georg Sternal is a Business Engineer from the Frankfurt University, Germany; and holds a MBA from the University of Iowa, SA. He has an extensive experience in procurement and supply. His career highlights broad international experience in management positions in companies such as Bayer, Schering, Cencosud, Embotelladora Andina and Hortifrut. Mr. Sternal has led several result optimization projects in different companies. He assumed the position of Corporate Procurement Manager at ENAP in October, 2014.

Ramon Espinasa, General Coordinator Extractive Sector Initiative, Inter-American Development Bank
Dr. Ramón Espinasa is the General Coordinator of the Extractive Sector Initiative (ESI) at the Inter-American Development Bank (IDB), leading the Bank’s activities in the upstream mining, oil, and gas sectors. He is also an adjunct professor of energy geopolitics at Georgetown University. Previously, he was the IDB’s lead oil and gas specialist and chief economist at Petróleos de Venezuela SA (PDVSA), where he worked for twenty years. Dr. Espinasa holds a Ph.D. in energy economics from the University of Cambridge and a master’s degree in development economics from the Institute of Social Studies at The Hague. He studied industrial engineering at Universidad Católica Andrés Bello.
