Hector is a retired Mexican Ambassador with a diplomatic career of over 33 years. He joined the Mexican Foreign Service via a public contest. During that time he was in charge of establishing and developing political, economic and cultural relations with many different organizations and individuals in several countries.

He was the Ambassador of Mexico to Ecuador; Consul General in Vancouver; Permanent Observer to the Council of Europe; and Deputy Head of Mission at the Mexican Embassy in Canada. He also worked in diplomatic positions at the Embassies of Mexico to Chile, Italy and the Soviet Union.

In the Secretariat of Foreign Affairs of Mexico he was Director General for the Foreign Service and Human Resources; Director General for North American Affairs; Advisor to the Minister of Foreign Affairs (member of the teams of policy planning and speech-writing); Deputy Chief of Staff for the Minister of Foreign Affairs; and he also held various positions in the Divisions for Africa, Asia, the South Pacific and Eastern Europe of that Secretariat.

He participated in the organization of several Presidential and Ministerial visits. As well, he was in charge of the establishment of the office of the Permanent Observer of Mexico to the Council of Europe in Strasbourg, and of the opening of the Mexican Consulate in Calgary, Canada. He also was the Deputy Chief of Staff for the Minister of Education.

Hector has a Master’s Degree in Planning and National Security by the Higher Studies School of the Mexican Navy and a Bachelor’s Degree in International Relations by Mexico’s UNAM. He also participated in the Mexican Diplomatic Academy course for Foreign Service Officers, and the "Top Management" course from the Harvard University Extension School.

He is fluent in Spanish and English. Intermediate level of French and Italian.
